Cut out doily to mask shape, coat with lacquer make firmer, add faux diamonds, elastic to tie on each side.
The trick would be finding a paper doily that worked. Something with a long straight edge like this perhaps?

You could even glue it to a felt base, white or black, to give it a firm base. This would be a fun idea for just about any evening event not just Halloween. The Sartorialist featured a man recently wearing a mask like this for some swanky soiree. It would be super cool with a cocktail hat. Very mysterious.
