Here's an idea for your next birthday party (adult OR child). Spray with glue or brush with modpodge then dip the top or bottom of your balloons in foil confetti. Also glitter, sequins or any sort of sparkly lightweight paper would work. Get the full how-to and more pics at Studio DIY!
